Abstract
The City of Newark partnered with Self-Reliance, Inc. (SRI) of Washington, D.C., in 1983 to examine waste products and practices in order to reduce waste while stimulating economic development activities. The study was motivated by the rising cost of waste disposal, state and county solid waste policy and funding from the New Jersey Recycling Act. The Waste Utilization Study contains: a review of the history of waste utilization in Newark; diagnosis of institutional arrangements in Newark; waste utilization methods applicable to Newark; identification of individuals and organizations who should participate in the program; an overview of technical considerations and methods and recommendations for Newark which are feasible for the county and the state.
