Abstract
The City of Newark partnered with Self-Reliance, Inc. (SRI) of Washington, D.C., in 1983 to examine waste products and practices in order to reduce waste while stimulating economic development activities. The resulting Waste Utilization Study was motivated by the rising cost of waste disposal, state and county solid waste policy and funding from the New Jersey Recycling Act. The Plan of Action is drawn from the Waste Utilization Study and describes a comprehensive program for recycling in Newark.
