TY - JOUR TI - Acquiring federal disaster assistance DO - https://doi.org/doi:10.7282/T3MW2K5P PY - 2016 AB - This dissertation investigates the equitable distribution of disaster recovery resources in New Jersey by the Federal Emergency Management Agency (FEMA) in the aftermath of Hurricane Sandy. Through the administration of focus groups, an online-survey instrument, and key informant interviews, I find no evidence to suggest that FEMA approves individuals’ disaster assistance applications discriminately in reference to race or ethnicity. However, despite this finding, perceptions of FEMA’s discrimination persist among African American disaster survivors. Policy recommendations are presented as means for FEMA and other bureaucratic organizations within American society to reduce perceptions of institutional racism among various domestic populations.
