DescriptionLaw enforcement is most often the first line of response to people with mental, emotional or behavioral health concerns. However, this response has repeatedly resulted in fatality for the individual. This dissertation examines the issue of collaboration with the therapeutic communities to improve response, and argues that this is an important component to finding a long-term solution for this problem, but is not the only long-term solution necessary. In order to provide a contrast to the situation in the U.S,. this work also includes a section on Swedish practices and innovation in this field of inquiry.
