DescriptionThe Hudson River Foundation completed this report as part of a collaborative effort to develop a scientific basis for a comprehensive ecosystem restoration plan for the HRE. This Comprehensive Restoration Plan (CRP) is part of the federal Hudson Raritan Estuary (HRE) ecosystem restoration study and is being sponsored by the U.S. Army Corps of Engineers and the Port Authority of New York and New Jersey. The Hudson River Foundation, working with a group of top estuarine scientists, has identified a set of eleven important ecosystem attributes for the NY/NJ Harbor Estuary, specifying the desired conditions and amounts for each, called Target Ecosystem Characteristics or TECs. The goal is to create a mosaic of important habitats and conditions that provide new and increased benefits to the estuary.
