DescriptionCoastal Community Vulnerability Assessment Protocol (CCVAP) is a GIS-based methodology developed to assist land use planners, hazard mitigation planners, emergency managers, and other local decision-makers in the identification of their community’s vulnerability to coastal hazards and sea level rise. The basis of the vulnerability assessment relies upon the development of inundation maps. In order to determine where the most high hazard areas are within a community or the coastal zone as a whole, the New Jersey Coastal Management Office (NJCMO) developed a geospatial, composite overlay model, otherwise known as a coastal vulnerability index with six geospatial inputs. The NJCMO piloted the CCVAP in Greenwich Township, which validated the application of CCVAP and helped the NJCMO to understand the technical assistance needs of rural, coastal communities in the state.
