DescriptionComplete Streets are streets designed for all users, all modes, and all ability levels. They
balance the needs of drivers, pedestrians, bicyclists, transit vehicles, emergency respondents,
and goods movement based on the roadway context. Complete Streets provide “access to
opportunities.” Individuals without a car are able to access employment, education, healthy
foods, and affordable housing by bicycle, on foot, or by transit comfortably and safely.
