DescriptionRLW Analytics, Inc. (RLW) conducted baseline studies for appliances and windows. The objectives of this study cover a wide range of issues and research topics relevant to the
implementation of market-based energy efficiency strategies in this era of utility competition and deregulation. The New Jersey Residential ENERGY STAR Product Working Group (Working Group), consists of representatives from GPU Energy, Public Service Electric and Gas, Conectiv Power
Delivery, New Jersey Natural Gas, Elizabethtown Gas, South Jersey Gas Company, Rockland Electric, environmental/consumer groups, and state regulators. The Working Group is developing and implementing utility-sponsored, residential ENERGY STAR Appliances and Windows Programs. The short-term objective of these Programs is to increase consumer awareness, acceptance and purchase of qualified ENERGY STAR products. In the longer term, the objective is to create a self-sustaining market for energy-efficient products. Utilities in New Jersey have promoted energy efficient products at varying times over the past fifteen years, but little work has been done specifically with the window and appliance markets. Now there is agreement, pending New Jersey Board of Public Utilities (BPU) approval, to use the national ENERGY STAR Appliance and Windows Programs as the platform for the statewide activities directed to residential customers.
