DescriptionIn January 1997, under the National Environmental Performance Partnership System (NEPPS), Governor Whitman, New Jersey Department of Environmental Protection Commissioner Shinn, and Environmental Protection Agency (EPA) Region 2 Administrator Fox signed New Jersey's first comprehensive Performance Partnership Agreement (Agreement or PPA) entitled, "Environmental Directions for New Jersey: Performance Partnership Agreement, 1997-1998". This PPA contains environmental goals, milestones and indicators of progress, in addition to an extensive number of strategies/activities designed to accomplish these goals and milestones. In order to reflect both the emphasis of NEPPS on environmental outcomes as well as the changing nature of program review integral to the NEPPS process, the PPA called for both a mid-agreement progress report as well as a final joint review and report on progress toward environmental goals and major programmatic commitments. The mid-agreement progress report (also known as the "Interim Progress Report") was completed in October 1997 and submitted to EPA. The Interim Progress Report is also available on NJDEP's Web Page (http://www.state.nj.us/dep/dsr). This final report under the FY97/98 PPA covers progress during the time period from October 1997 through June 30, 1998. The New Jersey FY97/98 PPA contains activity commitments for both NJDEP as well as EPA Region 2, which are intended to further progress in meeting our mutual environmental goals for the state. This document reflects progress in terms of environmental goals, environmental indicator development activities, and NJDEP strategies/activities. The document is organized by goal area, so as to reflect the FY97/98 PPA. These goal areas are: global climate change, pollution prevention, environmental mercury, air quality/radiation, water quality, site remediation, waste management, pesticides, and land and natural resources.
