DescriptionDespite improvements in environmental conditions in the New York-New Jersey Harbor and the New York Bight, significant problems remain. These problems include human use impairments such as fish consumption advisories and intermittent closures of bathing beaches, and ecosystem health and productivity impairments such as declines in fish and shellfish populations. These problems are caused, in significant part, by habitat loss and degradation, toxics, pathogens, floatables, and nutrients and organic enrichment. This document is a comprehensive plan for addressing the issues that affect the Harbor/Bight watershed on a regional scale.

NoteSince the Comprehensive Conservation and Management Plan was finalized in March 1996, there have been a number of significant developments at the federal and state levels related to dredged material management. The Management Conference will update the Plan to reflect these developments. Contact the New York-New Jersey Harbor Estuary Program for more information.
